Blendi Gonxhja: Priority, consolidation of tourism growth in a qualitative

During his speech at the “Match-maker Albania” business forum, the Minister of Tourism, Culture and Sports, Blendi Gonxhja, said that over the past few years, Albania has experienced a strong growth in tourism. However, our focus today is no longer simply on increasing numbers. The priority set out in our National Tourism Strategy is to consolidate this growth in a qualitative way and through investments.

“Today, Albania welcomes around 12.5 million visitors per year, a figure that reflects the level of responsibility we bear. This growth requires serious and well-organized investments, which are sustainable, integrated and aligned with our long-term development objectives. Not only by protecting our nature and cultural assets, but also by creating quality employment, sustainable economic growth and long-term value for our communities, generating attractive interest for our diaspora to return.

Essentially, it is the clear objective to create the conditions for diversified growth and higher quality investments in tourism, which go beyond seasonal development, which extend across the entire territory and which contribute to a more balanced and resilient economy, from coastal areas to inland regions, rich in cultural and natural assets, tradition and lifestyle.

But investment requires more than potential. It requires trust, it requires clarity. And above all, it requires a strong and reliable legal framework. For this reason, one of our top priorities is the review and reform of the Tourism Law. We are working to build clear rules, transparent processes and predictable fiscal regimes. The goal is to ensure that any serious investor can operate within a system that offers legal certainty, institutional coordination and efficient implementation.

At the same time, we are strengthening the role of institutions that support investments. Our work is becoming more structured and proactive. This approach allows us to move to a model where Albania is not just a country open to investments, but actively leads and facilitates them.

In parallel, we continue to invest in the foundations that make investment possible. This includes infrastructure, connectivity and destination development, which are essential to support private sector activity and increase the competitiveness of our tourism offer.

We are also working on diversifying tourism products, extending the season, strengthening areas such as cultural tourism, nature and adventure tourism, international events and conferences through dedicated logistics facilities, as well as experiential travel. What we are building is a tourism sector that is not only growing, but is better organized, better regulated and more investment-oriented.
