"VLORË TEDA/RAMS FREE ZONE", the government announces the 885,500 square meter free zone with 1 euro
In its meeting today, the Government announced the construction of a free economic development zone in Vlora. Under the name “VLORË TEDA/RAMS FREE ZONE”, the zone will be located in a
surface area 885 557.6 m2, according to a designated map that is part of the decision.
According to the Council of Ministers, the activities that will take place in the "Technology and Economic Development Zone, "VLORË TEDA/RAMS FREE ZONE"" are of the following types:
a) industrial logistics and innovation ecosystem;
b) industrial technology;
c) automation and artificial intelligence;
d) light metalworking, combining clean metallurgy with limited light machining activities and non-polluting surface treatments and renewable energy.
The period of operation of the zone is 35 (thirty-five) years, with the right to renew up to 99 (ninety-nine) years.
The Ministry responsible for the economy makes available state-owned real estate in cadastral areas 8604 and 2765, Vlora Municipality, for the development of the project, at a fee of 1 (one) euro/contract.
The company "RAMS ALBANIA", sh.pk, is declared the developer of the technology and economic development zone, with a non-competitive procedure as a beneficiary entity, with the status "Investment/investor, special procedure", based on decision no. 1, dated 11.2.2026, of the Strategic Investment Committee, as amended.

ABOUT
ANNOUNCEMENT OF “TECHNOLOGY AND ECONOMIC DEVELOPMENT ZONE, “VLORË TEDA/RAMS FREE ZONE”” AND DEVELOPERS OF THE ZONE LOCATED IN VLORË
In accordance with Article 100 of the Constitution, Article 4 of Law No. 9789, dated 19.7.2007, “On the establishment and functioning of technology and economic development zones”, as amended, and Article 14/2 of Decision No. 646, dated 22.7.2015, of the Council of Ministers, “On determining the procedures and criteria for selecting developers in the technology and economic development zone”, as amended, upon the proposal of the Minister of Economy and Innovation, the Council of Ministers
DECIDED:
1. The declaration of the “Technology and Economic Development Zone, “VLORË TEDA/RAMS FREE ZONE” of the territory, with an area of 885 557.6 (eight hundred and eighty-five thousand five hundred and fifty-seven point six) m2, part of cadastral areas 8604 and 2765, in the Municipality of Vlora, consisting of the properties with the respective areas, according to the list and map, which are attached to this decision.
2. The extent, boundaries and entry and exit points of the “Technology and Economic Development Zone, “VLORË TEDA/RAMS FREE ZONE”” are defined in the map attached to this decision.
3. The activities that will take place in the "Technology and Economic Development Zone, "VLORË TEDA/RAMS FREE ZONE"" are of the following types:
a) industrial logistics and innovation ecosystem;
b) industrial technology;
c) automation and artificial intelligence;
d) light metalworking, combining clean metallurgy with limited light machining activities and non-polluting surface treatments and renewable energy.

5. The Ministry responsible for the economy makes available state-owned real estate in cadastral zones 8604 and 2765, Vlora Municipality, with a total area of 885,557.6 (eight hundred and eighty-five thousand five hundred and fifty-seven point six) m², part of the Real Estate Fund for Strategic Investment Support (FPPMIS), in function of the development of the project, at a fee of 1 (one) euro/contract.
6. The company "RAMS ALBANIA", sh.pk, is declared the developer of the technology and economic development zone, with a non-competitive procedure as a beneficiary entity, with the status "Investment/investor, special procedure", based on decision no. 1, dated 11.2.2026, of the Strategic Investment Committee, as amended.
7. Decisions of the Council of Ministers no. 774, dated 4.6.2008, “On the declaration of the “Economic Zone” in Vlora”, no. 818, dated 11.6.2008, “On the determination of the contracting authority, for granting the status of the developer of the economic zone, in Vlora, and the approval of the bonus, in the competitive selection procedure, to be given to the company”, and no. 1547, dated 26.11.2008, “On the approval of the BOT contract, concluded between the Ministry of Economy, Trade and Energy and “Idea Vlora”, sh.a., for the design, financing, construction, operation, maintenance and transfer of the industrial park in Vlora”, are repealed.
8. The Ministry of Economy and Innovation, the State Cadastre Agency and the Albanian Investment Development Agency are charged with the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
