Historic decision on citizenship by the Greek Supreme Court / Income no longer a condition, thousands of Albanian immigrants benefit

The Supreme Administrative Court of Greece has made an important decision, which brings a significant change in the way applications for Greek citizenship by immigrants are handled.
According to this decision, obtaining citizenship cannot depend solely on the applicant's economic income. The court emphasizes that there is no legal obligation to prove a minimum level of salary or annual income in order to obtain Greek citizenship. This means that the lack of a high income cannot be the sole reason for rejecting an application.
Instead, Greek authorities are obliged to carry out a comprehensive assessment of the immigrant's integration into society. This assessment includes elements such as work and professional activity, insurance and tax payments, family and social life in Greece, as well as the length of stay and real ties to the country.
The court also examined a ministerial decision of 2021, which had defined several indicators of economic and social integration. According to the new interpretation, this decision cannot be used to set a mandatory income threshold, but only as one of the elements of the overall assessment. Any automatic rejection based on income is considered incompatible with the law.
This decision is expected to have a direct impact on thousands of immigrant files, both those under review and previously rejected cases, which may require legal review.
Experts see this as a significant turning point in citizenship policies, shifting the focus from purely economic criteria towards real social integration and the daily lives of immigrants in Greece.
The decision of the Council of State for thousands of immigrants, especially Albanians in Greece, is seen as a step towards a fairer and more humane process for obtaining citizenship.
