Transport, according to EU standards/ New rules for the TEN-T network approved, deadlines for infrastructure modernization
Albania will implement new European standards for the development of the road, rail, maritime and air network that is part of the trans-European transport network. The Ministry of Infrastructure and Energy has approved the implementation of the European Union regulation for TEN-T, which sets out the requirements that the infrastructure must meet, as well as the deadlines for their implementation.
The order, published in the Official Journal, fully approximates the European Union regulation of 2024 and replaces the rules adopted in Albania in 2020. The document includes rail, maritime, road and air transport, multimodal transport, infrastructure for alternative fuels and digital transport systems.
According to the regulation, the development of the network is divided into three phases. The core network is intended to be completed by the end of 2030, the extended core network by the end of 2040, while for the comprehensive network the deadline is until 31 December 2050. The document clarifies that the deadline of 2030 is a strategic planning objective and does not prejudge the deadline for Albania's membership in the European Union.
The standards to be achieved vary according to the type of transport. For the roads of the core and extended network, requirements are set regarding the construction method, the separation of traffic directions and the elimination of level crossings, while for the railways, requirements are set for the capacity and operation of the lines. The new rules also extend to cities. For the urban nodes of the trans-European network, the adoption and monitoring, by the end of 2027, of sustainable urban mobility plans is foreseen. They should include measures for the integration of different forms of transport, the promotion of zero- and low-emission mobility, and the reduction of air and noise pollution. The development of multimodal hubs for travelers is also foreseen by 2030.
An important part of the regulation relates to the environmental and climate sustainability of investments. The network must be developed by promoting low- and zero-emission transport, the use of alternative fuels and climate-resilient infrastructure, while projects must take into account impacts on air pollution, noise and ecosystems.
