“Transparency in party funding sources” - Electoral Reform, Gonzato: Prerequisite for EU membership

At the Special Commission on Electoral Reform, the EU Ambassador to Tirana, Silvio Gonzato, stated that the main criteria of electoral reform are political pluralism and equal competition. He emphasized that this reform is a democratic necessity and requires transparency in the sources of party financing.
"Electoral reform is a democratic necessity, trust in elections is the foundation of trust in democracy itself. Citizens must be confident that the political competition has been free, fair and unbiased. Without transparency in political financing, there can be no trust. When sources of financing are unclear or oversight is weak, trust in these democratic institutions is undermined, so financing is a prerequisite for Albania's EU membership. Electoral reform, especially regarding the financing of party campaigns, remains within the EU framework and is necessarily closely linked to the fundamentals."
During his speech, the Electoral Reform Commission, Head of the CEC Ilirjan Celibashi emphasized that political parties do not make financial data available to public institutions.
“Transparency is only realized passively; Citizens, party members, and voters do not have direct and periodic access to information; Public control over political financing remains limited. In practice, this situation creates a large gap between the legal standard and democratic expectations for accountability.”
Among other things, Celibashi emphasized that the formal auditing of parties is not functional and there is an inefficient allocation of resources. Added to this is the conflict of interest with the payment of auditors who are selected by the CEC, but paid by the parties.
