Public administration transformation - Rama: Extremely complex and difficult

The transformation of public administration is a difficult process. This is what Prime Minister Edi Rama said in his speech at the Third Edition of Public Administration Week, while adding that it is precisely the state employees who have enabled progress in the negotiation process.

"It takes time because it is about creating mechanisms that connect with people, with many people, and I believe that if we go back for a moment and remember that the first fundamental law of our public administration was approved nearly a decade ago, then we can understand what transformation has occurred in our civil service.

It is not the same level and this is not unique only in Albania, but it is in many countries. In the public administration where all that human resource is found that has enabled us to perform exemplary with the negotiation process, we have today a new quality in the state administration. We have today a very big challenge in front of the citizens because the citizens have their right to be much more demanding and to be treated much better in many cases , "said Rama.

Meanwhile, the Minister of State for Public Administration and Anti-Corruption, Adea Pirdeni, in her speech said that reform in public administration is not achieved only through documents, strategies and laws, but requires political decisions.

"We are not necessarily here today just to talk about what we have done, but also what our destination is from a strategic point of view, how we see the way we should develop the public administration of Albania as a member of the European Union in 2030, and this is in fact essentially a discussion with the identity of the state, with the new identity of an administration which on the one hand has a main requirement to consolidate, but on the other hand also to address those systemic problems that still exist and that often become the object of frustration, the object of dissatisfaction from citizens," said Pirdeni.

During his speech, the head of government also spoke about the problems of the administration, which are highlighted by citizens, emphasizing that the system is fighting corruption.
