The draft law "On Lobbying" has been published for public consultation, a new initiative that aims to establish, for the first time in Albania, clear rules on how individuals, organizations or interest groups can influence public decision-making.

This law aims to guarantee transparency, integrity and accountability in political and administrative processes, by creating a legal framework that prohibits covert or unfair influences on state institutions.

The draft law provides for the establishment of a special Lobbying Registry, where every natural or legal person who exercises lobbying activity must be officially registered. The Registry will be administered by the Commissioner for the Right to Information and Personal Data Protection and will be public, so that citizens, media and institutions can see who is lobbying, for whom and for what purpose.

Through this mechanism, it is intended to prevent any illegal influence or conflict of interest, as well as to increase transparency in policy-making processes. The law obliges lobbyists to periodically report on their activities, contracts and sources of funding, while lobbying beneficiaries bear joint responsibility for the accuracy of the declared information.

The draft law is part of the "Anti-Corruption" package, which aims to strengthen public integrity and meet European Union criteria for the rule of law.

Among the measures envisaged, there are also prohibitions for former public officials who have held decision-making positions, who cannot engage in lobbying activities for a period of two years after leaving office. The law also prohibits any form of remuneration linked to the outcome of lobbying and provides for fines of up to 500 thousand lekë for violations of legal obligations.

The adoption of this law will help strengthen institutional integrity, reduce opportunities for corruption, and increase citizens' trust in the state and democratic processes.
