Energy Poverty Challenges - Energy Community Report Calls for Increased Investment in Building Insulation

A report on energy poverty, prepared by the Energy Community Secretariat, calls for increased investment in energy efficiency, particularly in the housing sector, where losses from lack of insulation and old equipment are among the highest in the region.
According to the report, Albania currently does not have an official definition and monitoring system for energy poverty, while existing policies are limited to financial compensation schemes for families in need. However, according to the report, this approach is insufficient and does not address the problems related to the depreciated state of buildings, lack of thermal insulation and inefficient appliances that significantly increase energy bills.
The report notes that Albania is preparing a Building Renovation Strategy, which foresees investments of over 24 billion euros by 2050 and a special focus on low-income families.
But while the plans are ambitious, the report highlights that our country lacks a National Energy Efficiency Fund, which significantly limits the pace of investment. Current funding comes mainly from the state budget and donors, as well as EBRD schemes, which offer citizens loans for insulation, solar panels and heating improvements.
The document suggests that the country should create dedicated mechanisms to finance the reconstruction of depreciated housing, which makes up the majority of the residential stock and is a major source of high energy bills.
