The catalogs compiled by the Centralized Purchasing Operator (CPO) are increasingly being used by local government units, reflecting a unified approach to the preparation of public procurement procedures.

Reference to OBP catalogs has been included this month in official documents of institutions such as the Municipality of Tirana, the Municipality of Vlora and the Municipality of Bulqizë, in procedures related to the supply of food items and cleaning materials for public institutions, including nurseries and kindergartens.

In these procedures, institutions have relied on the standard formulation: “Based on the OBP catalogs and manuals”, using the technical specifications and the indicative structure of the limit fund prepared by the OBP.

The Administrator of OBP, Ms. Arlinda Pogaj, states that “The use of catalogs by municipalities is creating a common basis for drafting procurement procedures. Through this standardization, not only is time and resources saved for contracting authorities, but the quality of procurement is also increased, as catalogs are built on detailed analysis and consultations with the market, and are periodically updated to reflect real developments.”

The use of these catalogues aims to reduce the time required to prepare tender documentation, avoiding the need to draft technical specifications and analyses for the limit fund from scratch. Contracting authorities can rely on standardized and verified models, accelerating the launch of procedures and saving human and administrative resources.

At the same time, the use of catalogues contributes to increasing the quality of public procurement through the standardization of technical requirements. The preparation of catalogues by the OBP is not an immediate process, but takes place over several weeks and includes detailed analysis, as well as consultation phases with economic operators on the market. This process aims to ensure that the technical specifications are clear, enforceable and in line with market reality.

Furthermore, the catalogues undergo a continuous updating process, usually at 6-monthly or annual intervals, to reflect changes in contracting authority requirements and market developments. This approach helps to maintain their relevance and accuracy over time.

The expansion of the use of OBP catalogs is contributing to the unification of technical requirements and the creation of a more uniform approach at the national level, as well as to increasing transparency and equality for economic operators participating in procurement procedures.

OBP estimates that this development is expected to expand further to other local units, supporting the improvement of efficiency and management of public funds.
