Revitalization of the towers in the north: Ownership challenge, Gonxha: Tourism

The Minister of Tourism, Culture and Sports, Blendi Gonxhja, presented one of the main projects for the preservation and promotion of cultural heritage in the country, focusing on the revitalization of the towers in Northern Albania. This program aims not only to protect these characteristic objects, but also to integrate them into the economic and tourist development of the respective areas.

“This program aims to protect and revitalize one of the most representative elements of cultural identity in Northern Albania, making it an active part of today's life. At the same time, it contributes to turning this heritage into a valuable asset for the economic and social development of local communities. Inventory of towers in four counties: Lezhë, Shkodër, Dibër and Kukës; digital mapping through the GIS system; analysis of legal status and ownership; development of restoration project concepts in collaboration with the Faculty of Architecture; as well as drafting recommendations for functionalization in areas such as museumization, ethnography, musicology and culinary heritage. In parallel, a complete and integrated program for the revitalization of the towers is being prepared.

"523 towers have been inventoried and documented, including elements of architecture, ethnography, culinary heritage and tourist potential. A digital GIS platform has been set up that serves as a tool for planning and decision-making," Gonxha said.

The Minister also brought to attention the problem with ownership issues, emphasizing that cooperation is being done with the State Cadastre Agency.

"Meanwhile, detailed analyses are being conducted on the legal status and ownership of the towers, while in collaboration with the Faculty of Architecture, concrete restoration projects are being drafted. The program also includes recommendations for the functionalization of the towers as guesthouses, museums, and spaces for cultural activities."

An important component of the current work is addressing ownership issues, in cooperation with the State Cadastre Agency, which has joined the network of program partners, as well as creating conditions for attracting private investment in these assets. In this context, field work is continuing to assist applicants in the process of providing them with ownership certificates, with the aim of accelerating and facilitating procedures for beneficiaries, "said the minister

Gonxha said that the new phase of the program foresees an initial funding of 400 thousand euros in 2027 and the launch of a three-year program for the restoration, functionalization and integration of the towers into the national tourist network.
