Draft law on children without parental care/Financial support for foster

 

The government has submitted for public consultation a new draft law on alternative family care. Care for children who are left without parents or at risk of losing this care will not only rely on public institutions, but also on foster families, who will receive special financial support.

The draft law provides:

Funding from the state budget and municipalities, including monthly payments for each child in alternative care.

Social and health insurance for professional foster families, granting them seniority, pension rights, as well as coverage for maternity or work accidents.

Special financial treatment for children with special needs or when a family cares for more than one child.

This system is seen as a social employment model, where families not only provide protection for children in need, but also receive direct economic benefits.

Experts see this as a long-term investment, as the costs of family care are lower compared to those of traditional institutions such as orphanages. On the other hand, the law is expected to encourage more Albanian families to engage in this process, creating a sustainable and economically supported social network.
