From transport to trans-European networks/Chapter 4 Group links the main reforms of the “Green Agenda”
Chapter 4 links the reforms of clean transport, energy markets, interstate infrastructure and environmental and climate protection, which are the main pillars of the “Green Agenda”. Its opening sets concrete objectives for legal approximation, strengthening of institutions and investment projects with a direct impact on the economy and quality of life. Thus, Chapter 14 “Transport Policy” covers all types of transport, from road, rail, air and maritime with a focus on safety, technical security, fair competition and interoperability. The approximation includes the implementation of the EU railway packages, the Single European Sky in aviation, road safety standards, etc. The goal is a clean, safe and efficient transport system, with balanced inter-modal structures and better cross-border connections.
Chapter 15, “Energy”, covers the internal energy market (electricity/gas), security of supply and emergency oil reserves, energy efficiency and renewable sources, as well as nuclear and radiation safety. This chapter requires a functional and independent energy regulator, unbundling of operators, rules on wholesale trading and consumer protection, and the transposition of the “Clean Energy” package. The objectives are competitiveness, security of supply and environmental protection.
Chapter 21 “Trans-European Networks (TEN)” relates to the TEN-T (transport) and TEN-E (energy) policies, including the creation of interoperable pan-European networks, the elimination of bottlenecks and the approximation of standards or deadlines for permit procedures for projects of common interest. For candidate countries this means planning core and extended lines, prioritising investments and preparing for instruments such as the Connecting Europe Facility, so that national projects can be linked to EU corridors.
Meanwhile, Chapter 27 “Environment and Climate Change” concludes Chapter Group 4. It is one of the most voluminous, with hundreds of acts that include horizontal legislation, air quality, water management, waste and circular economy, industrial pollution, chemicals, noise pollution, and nature protection. The main tasks are transposition, strengthening inspection administrations, investment plans, and the creation of networks of protected areas.
