From drones to cybersecurity/ Government updates list of sensitive technologies

Albania has updated its list of dual-use goods and technologies, strengthening control over products that can be used for both civilian and military purposes. The decision of the Council of Ministers aligning Albanian legislation with the latest European Union regulation on sensitive exports has been published in the Official Gazette.
The new list includes hundreds of advanced materials, equipment and technologies, from nuclear devices, navigation systems and radars, to electronic intelligence, drones, industrial lasers and information security equipment. The document also mentions technologies related to communications monitoring, satellite systems, electronic interception equipment and components that can be used in the military industry or in the production of weapons.
The list includes advanced telecommunications and “information security” technologies, including computer software, encryption systems, electronic surveillance equipment and tools that can be used for network intrusion or cyber defense. The document also includes sensors, radar systems and equipment used in the aviation and space industries.
The list also includes chemical, biological materials and laboratory equipment that can be used for scientific research, but which under certain circumstances may also have military use. For this reason, their transfer abroad will be subject to state authorizations and controls.
According to the government, the changes aim to harmonize Albania with European Union standards and increase security in international transfers of sensitive technologies, at a time when control over strategic exports and cybersecurity are becoming increasingly important at the global level.
