"If prices increase, measures for pensioners"/ Act on oil excise duty,

Out of 16 meetings of the Transparency Board, for setting the ceiling price of fuel sales, in two cases the reduced excise duty level of 7.8 lek per liter was applied, as an additional measure to ease prices. During the discussion of the normative act on the amendment of the normative act in the Parliament, the Minister of Finance emphasized that this act enables consumer protection to minimize the effects of the crisis on the increase in the price of oil and gasoline.

" It was proposed to reduce the excise tax level by 20% or by about 7.8 lek per liter, i.e. from about 39.37 lek/liter to about 31.5 lek/liter, in case the retail price, determined by the Transparency Board, is for oil over 220 lek/liter while for gasoline over 200 lek/liter. The reduction in the excise tax level also affects the reduction of the VAT calculated at the moment of import, - 1.58 lek/liter. So in total the reduction of the excise tax and the VAT on import the reduction of taxes is calculated at 9.45 lek per liter. So, a direct impact on mitigating the increase in prices for the final consumer. So far, 16 meetings of the Transparency Board have been held, through which continuous intervention has been made to stabilize the wholesale and retail sales price. Only in two cases has the reduced level of excise tax, as an additional measure to ease prices. The financial effect from the application of this measure is estimated at around 37 million lek in missing excise revenue, an affordable cost for the budget, in order to protect citizens ," said Malaj.

The Minister emphasized that if the situation escalates, additional measures will be taken, oriented towards those in need.

" We are also carefully monitoring inflation. In March, inflation according to INSTAT was 2.6%, within the level set by the Bank of Albania, also assessed as appropriate by the International Monetary Fund. Of course, if there is an escalation of the situation, we will take all appropriate measures. We have also discussed this situation with the IMF, where according to the suggestions in case of escalation, the government's support should be oriented with priority to the protection of the most needy groups, of course by carefully ensuring the macroeconomic and fiscal parameters ."

According to him, any possible plan of measures that can be drafted will be undertaken in close consultation with international partners, including the International Monetary Fund, to ensure the necessary credibility and stability.
