The French model of criminal asset management - AAPSK and ARO expand

A delegation of the Agency for the Administration of Seized and Confiscated Assets (AAPSK) and the Asset Recovery Office (ARO), led by the Chief Administrator of AAPSK, Risena Xhaja, conducted a working visit to Paris, France, on June 9-10, 2026, within the framework of the Council of Europe project "Strengthening the Resilience of the Public Sector to Corruption in Albania", co-financed by the Swiss Agency for Development and Cooperation (SDC) and the Council of Europe.

During the visit, the Albanian delegation was received by representatives of the French Agency for the Management and Recovery of Seized and Confiscated Assets (AGRASC), the institution responsible for the administration of assets of criminal origin in France.

The meetings focused on the exchange of experiences and best practices regarding the management of real estate, the administration of companies under seizure, the management of accounts and monetary funds, the temporary use and intermediate sales of assets, as well as the treatment of virtual and digital assets. Special attention was also paid to the collection of statistical data in the field of asset recovery, as well as national and international cooperation for their tracing, seizure and administration.

The Albanian side also held meetings with representatives of the Service des Domaines at the French Ministry of Economy and Finance, Caisse des Dépôts et Consignations (CDC), as well as with the National Platform for the Identification of Criminal Assets (PIAC), becoming closely acquainted with the institutional mechanisms that guarantee the efficient and transparent administration of seized and confiscated assets in France.

The Chief Administrator of AAPSK, Risena Xhaja, appreciated the importance of this professional exchange, emphasizing that familiarity with the French model contributes to strengthening institutional capacities and developing best practices in the administration of seized and confiscated assets in Albania.

The visit also served to discuss new opportunities for inter-institutional and international cooperation, in order to increase efficiency in asset recovery and management and strengthen the fight against corruption and organized crime.

AAPSK remains committed to benefiting from the most advanced European practices, with the aim of guaranteeing the most effective, transparent and public-interest administration of seized and confiscated assets.
