Urban lines, obligation to have GPS equipment - New rules for urban and suburban

The government has established new criteria and rules for issuing licenses and certificates for the exercise of activities in road passenger transport within the country.

Referring to the instruction published in the Official Gazette, now in force, for obtaining a license for regular (city and suburban), specialized and round-trip passenger transport services within the country, the applicant appears before the relevant licensing authority and, for regular intercity passenger transport services, the application is made through the unique government portal e-Albania, according to the law in force.

According to the instruction, urban and suburban transport companies, in order to obtain a license for regular, regular specialized and round-trip passenger transport services within the country, in addition to the documents required so far, must also submit to the relevant licensing authority a document issued by the licensed entity, certifying the installation of a GPS (Global Positioning System) device, which is an electronic device that receives signals from satellites to accurately determine the location, speed of movement and travel time of the bus, as well as generate and continuously transmit data on the location of the bus, to the electronic monitoring system of the competent authority.

Entities equipped with licenses and certificates, before the entry into force of this instruction, are obliged to submit this document by September 30, 2026.

In addition, entities must submit the travel regulations, drafted by the transport entity, which also include provisions on the rights and obligations of passengers. The regulations are submitted at the time of renewal of the relevant license or certificate.
