“Stronger control in the field” - New draft “On the Municipal Police” ready. Functions unified
A new draft law on Municipal Police has been issued for public consultation, with the aim of reorganizing the local police and establishing the same standards in all municipalities, creating a central structure and local directorates.
The draft defines the Municipal Police as an institution with a special status, with the mission of maintaining security, peace and order in the community, as well as the administration of public spaces and the protection of the environment.
The reorganization takes place at two levels, the General Directorate at the district level and the Local Directorates at the municipality level, while the responsible minister issues mandatory instructions for the unification and standardization of procedures.
The draft law gives the Municipal Police detailed powers for everyday issues, from noise measures and control of the smoking ban on public transport and shared facilities, to the preservation of public spaces, parks, gardens and monuments.
A role is also foreseen for identifying illegal constructions, with the obligation to notify the municipal urban planning structures or the relevant inspectorate for the continuation of legal procedures.
In the chapter on public order and security, employees can check identity in cases of administrative offenses, or when there are suspicions of a violation of order, and can also call for assistance from the State Police in necessary cases.
In cases of need for public order and safety, natural disasters or accidents, the Municipal Police may deploy personnel and vehicles to block part of the roads or public areas within the jurisdiction of the municipality.
The draft law drafted by the Ministry of Interior and Local Government also regulates the recruitment process. Vacancies are announced on a unique portal, the competition goes through verification, a written test, a physical test and an interview, with a total evaluation of 100 points and a list of winners valid for 1 year.
The objectives of the draft are to unify the functions of the Municipal Police at the national level, clarify competencies in the field, and strengthen coordination with other institutions for order and security in the community.
