The compensation measure cannot exceed the amount of fuel consumed in the same period in 2025.” This is one of the criteria provided for in the anti-crisis package to support public transport, which has been hit by the increase in fuel prices.
According to the government's draft decision, which determines the method of compensation for urban, suburban and intercity transport companies, within the framework of the anti-crisis package, the compensation will be provided at the rate of 50 lek/liter for the 3-month period, March, April and May 2026. Meanwhile, the benefit will be made on the basis of actual documented consumption. Transport companies must submit tax invoices for fuel supply, as well as other financial and identification data, including bank account and unique identification number (NUIS). In cases where entities also carry out other activities, they must submit additional documentation to allocate the amount of fuel used for transport.
The application process will be administered by tax authorities, who will verify the documentation and determine the beneficiaries. The deadline for submitting applications is August 1, 2026.
In total, the financial effect of this measure is estimated at around 250 million lekë, which will be covered by the state budget reserve fund and the Tirana Municipality budget for urban lines in the capital.
