Road transport, budget execution 99% - Infrastructure and energy funds, higher level in 2025

The implementation of the Ministry of Infrastructure and Energy's budget for 2025 has reached 96% of the revised plan, marking a 3% improvement compared to 2024, when the implementation level was 93%.
According to the monitoring report data, current expenditures have been realized at 98%, while capital expenditures, which include investments, have reached 96%, up from 92% a year ago.
In detail, domestically financed investments have maintained a high level of implementation of 99%, while those with foreign financing have increased significantly, from 63% to 82%. In absolute terms, current expenditures have increased from around 7.3 billion lek in 2024 to over 7.9 billion lek in 2025. Similarly, domestically financed capital expenditures have increased, from around 47.2 billion lek to over 54.1 billion lek. Meanwhile, foreign-financed investments have also increased in value, reaching around 9.7 billion lek, although they remain lower compared to the projected plan.
Meanwhile, the "Road Transport" program continues to remain one of the main public investment items for this department. For 2025, capital expenditures with domestic financing reached a realization of 99%, reflecting the continuity of infrastructure projects at the national level.
In contrast, foreign-financed investments have marked a significantly lower realization, at 55%, indicating difficulties in implementing projects supported by international partners.
In total, road investments with domestic financing reached about 34.4 billion lek, while with foreign financing, about 2.76 billion lek.
