Small-sized gas plants - ERE initiates procedures for the approval of type licenses for LNG and CNG

The Energy Regulatory Authority has initiated procedures for the approval of standard licenses for the operation of small-scale liquefied natural gas (LNG) and compressed natural gas (CNG) plants, at a time when the Albanian government is promoting the idea of creating a gas hub in Vlora.
The two decisions of the ERE board aim to create a regulatory framework for the licensing and operation of these plants, defining technical standards, safety requirements, financial reporting and non-discriminatory market access.
The LNG decision concerns small cryogenic plants for the storage, transportation and distribution of liquefied gas, while the CNG license regulates the operation of plants where gas is compressed to high pressure. The documents stipulate that operators must implement European safety standards, emergency systems, periodic technical inspections and environmental protection measures.
These developments follow the signing of the Memorandum for the development of the Vlora energy hub and the Framework Agreement for the supply of liquefied natural gas, in close cooperation with the United States, as well as concrete interaction with neighboring Greece. The government has articulated the ambition to turn the area into a regional gas hub, building on the existing infrastructure of the TAP pipeline, the liquefied gas terminal project and the use of the Vlora TEC.
However, in parallel with the plans to expand gas infrastructure, there has been no shortage of debates on the environmental impact and the compatibility of these investments with climate objectives and the transition to renewable energies.
