Hydrocarbons, telephony and private hospitals under investigation - Parliament asks the Competition Authority to verify anti-competitive practices

From hydrocarbons, private hospital services, insurance, pay television services and OTT/IPTV platforms, to mobile services, the Albanian Parliament has asked the Competition Authority to conduct investigations into possible abuses in these markets.
Specifically, in the resolution published in the Official Gazette, the Competition Authority is recommended to investigate the hydrocarbons market by analyzing the market structure, the supply chain, price formation, the role of commercial intermediaries and the behavior of operators. A report on the findings and results of this investigation should be submitted to the Parliament by September 2026.
Another recommendation relates to the continuation of the monitoring of the mobile services market, with a focus on the duopolistic market structure, price synchronization, similarity of offers, transparency of the cost-price methodology and the application of inflation indexation clauses. Regarding the in-depth investigation that was opened in November last year against Vodafone Albania sh.a. and One Albania sh.a. in the retail mobile services market, the Authority should report to the Assembly on the findings, measures taken and the effects on effective competition and consumer protection. A report on the findings and results of this process should be submitted to the Assembly by November 2026.
The development of the private hospital services market should also continue to be monitored, analyzing whether there are elements of abuse of the dominant position in the market, as well as verifying whether the level of formalization, traceability of services and payments, transparency of tariffs and regulatory control are sufficient to prevent excessive prices and supply constraints.
Finally, the Albanian Parliament also requests the Competition Authority to conduct an investigation of the market for pay television services and OTT/IPTV platforms as soon as possible, analyzing the market structure, relations between operators, channel packages and the use of exclusive broadcasting rights. The investigation should be conducted within the procedural deadlines and at an accelerated pace, so that the Authority's intervention does not lose its effectiveness and prevents the consolidation of possible anti-competitive practices in the market in a timely manner. A report on the findings and results of this investigation should be presented to the Parliament by October 2026.
