"We are finalizing the development bank" - Rama, with farmers: We will close payments for the support scheme within the year

Prime Minister Edi Rama held a meeting with farmers in Elbasan. During his speech, Prime Minister Rama stated that the agriculture and rural development sector needs partnership with the government, while the budget for the development of this sector has been doubled.
"We have just started a new mandate, which is one of the most difficult mandates of the country's government. But fortunately, this burden has been made easier for us, you, and all those who, like you, have given us a full 83 mandates to successfully conduct negotiations for the EU. Let us put the European stamp on the transformations initiated in the previous 3 mandates. Three mandates ago, from where today we have tripled the production of greenhouses and as a result, we have significantly increased competitiveness in a greenhouse area that today has touched 220 Ha. Three mandates from where we have managed to increase the production of vegetables in an unthinkable way, which has approached 1500 million tons. 3 mandates since when exports have increased and diversified. This year, only the first 9 months are higher than the value of last year, half a billion euros. We have reversed the ratio of exports over imports. Today we are 1/3, continuing to move towards a downward trend and a triple. We are for objective 1 import, 2 export. It is very important that we have a budget for next year that is not simply higher, but much higher compared to this year's budget. In the national scheme alone, we are going with a budget that is almost twice as high as last year. All payments will be closed within this year.
We are finalizing our development bank within this year, which will be another instrument to support Albanian entrepreneurship projects and to support your projects as well."
Minister of Agriculture and Rural Development Anis Salla stated that all farmers who sell their agricultural products to collectors, processors or agritourism will be compensated at the rate of 10% of the invoice value.
"Farmers who sell their agricultural products to collectors, processors or agrotourism will be compensated at the rate of 10% of the invoice value. This invoice will be issued by the buyer of their products. You collect these invoices, submit them to taxes every 6 months and the state returns 10% of the invoice value directly to your bank account. This new mechanism for NE, but which is also applied in EU countries, will strengthen formalization in order to benefit from EU funds for the modernization of the agricultural sector. This is the highest level of compensation offered in the countries of the Region. The Albanian Government has focused on the farmer in several dimensions, I want to emphasize that rural pensions from 11,500 lek today, will go to an amount of 18,000 lek by 2030. Starting from January 2026, pensions will increase every month without counting the annual indexation that will follow. normally year after year.”
According to Minister Salla, 5.2 billion lek will go to the national farmer support scheme alone. According to Salla, this amount is 16% higher than this year's initial budget.
