Forest fund administration - Draft/ The State Forestry Company is established, aiming to solve existing problems
Creation of a centralized structure, which will administer and develop the state forest fund in the country. Everything is foreseen in a draft law issued for public consultation by the Ministry of Environment. According to the draft, the State Forestry Company will be an enterprise with 100% state capital, under the authority of the ministry responsible for forests, with an initial capital of 50 million lek.
The draft law stipulates that the main purpose of this company is the sustainable management of forest assets, including the protection of biodiversity, the rehabilitation of ecosystems and economic development related to forests. The scope of activity includes forest management, reforestation, fire fighting, as well as economic activities such as the trading of timber, medicinal plants and carbon credits.
According to the explanatory report, the legal intervention comes as a response to the sector's problems, such as institutional fragmentation, lack of coordination and weak control over forest resources. The authorities argue that the new model aims to move from a distributed system to a centralized and professional management, in line with European standards.
Among other things, through the establishment of this company, it is intended to generate revenue for the state budget and promote economic development in rural areas.
In the environmental plan, expectations are related to the reduction of illegal activities in forests, improvement of biodiversity and increase of forested areas. While in the institutional plan, the aim is to strengthen capacities for monitoring and long-term planning of the forest sector.
