1,500 additional quotas for soft loans in Tirana - Program, in support of young families and couples without housing

The Tirana Municipal Council has approved 1,500 additional quotas for the soft loan scheme, as support for young families and couples who want to buy an apartment in the capital. During the meeting, it was emphasized that the decision comes from the increase in the number of applications for this social scheme. The quotas will be covered by the municipality's funds within the framework of the 2026-2028 medium-term budget program.
During the 2025 call for applications, 1,231 individuals and families were announced as winners, supported by the state budget. While the 1,500 new quotas aim to meet the growing demand for affordable housing.
The loan interest subsidy program is aimed at families and individuals who do not own a home or have an area below the established housing standards. Beneficiaries may also include those who have not alienated property in the last five years, except in cases of force majeure, as well as those who cannot afford market interest rates for the purchase of a home.
The application process involves two phases. In the first phase, the application is made electronically through the e-Albania portal, with a 30-day deadline and public announcement of the lists. In the second phase, applicants submit the relevant documentation physically or by mail, which is subject to administrative verification within 30 days and then reviewed by the Housing Commission within 45 days.
Any dissatisfied applicant has the right to appeal at any stage.
